Subject: [PATCH] Correct CGI UID/GID information in cgi.md

The Fcgiwrap's change to a new UID/GID has already been in effect
at least since 25 January 2026 20:32:26 GMT. This patch updates
the corresponding Tilde.club Wiki page to reflect this change.

This patch is provided to Tilde.club under the terms of
GNU General Public License, any version
published by the Free Software Foundation.
